Bally’s Chicago Casino License Extension Added to Illinois Revenue Bill

Bally’s Chicago temporary casino license extension was incorporated into Illinois’ omnibus revenue legislation. The measure passed both legislative chambers on 1 June and now awaits Governor JB Pritzker’s signature.

The 1,600-page SB3019 bill addresses the temporary permit originally scheduled to expire on 9 September. Under the new provision, the Illinois Gaming Board may extend the temporary facility period by up to 18 months, shifting the deadline to 9 September 2027. The board retains authority to approve two additional three-month extensions.

State regulations typically cap temporary licenses at two years, though Bally’s previously received a 12-month extension in 2023. Accounting for prior operating time, the maximum possible extension totals 12 additional months.

Legislative Process and Stakeholder Position

The revenue bill language mirrors HB4437, a standalone measure introduced in January by Representative Kam Buckner. That legislation stalled in the House Rules committee from 27 March until the session adjourned. Bally’s previously stated that license continuity ensures compliance with its Host Community Agreement with the City of Chicago, maintaining guest services, staff employment, and local economic contributions. Buckner noted in the Chicago Sun-Times that the project faced potential jeopardy and expressed reasonable skepticism regarding the September deadline.

Gaming and Leisure Properties holds a financial stake in the development, having supplied $940 million in construction financing and acquiring the site for $250 million. The permanent casino facility is projected to open in early 2027.
