Silver voiced support for a framework proposed by former New York federal prosecutor Carolyn Pokorny. The model establishes an independent commissioner with subpoena authority to manage multi-state inquiries. Silver emphasized that federal oversight complements league efforts, noting that broader intervention is required to regulate the market.
This position follows his advocacy for the 2018 PASPA decision.
Legislative attention on sports wagering has intensified recently. Senator Ted Cruz addressed integrity concerns during a federal hearing in May. Representative Paul Tonko likened the rise in teenage gambling issues to the tobacco epidemic of the 1990s.
Brooklyn Gambling Investigations
The US District Court for the Eastern District of New York is currently handling a series of gambling-related cases. Five NBA figures have been indicted over the past year. The government arrested former players Damon Jones, Terry Rozier, and Chauncey Billups in October.
Malik Beasley and Ed Davis were detained last month in a related matter.
Damon Jones previously worked as an unpaid assistant with the Los Angeles Lakers. He is accused of sharing confidential injury updates with a betting syndicate in February 2023. The group allegedly used this information to secure winning wagers on the franchise.
